Essential Duties: This is skilled supervisory and technical work with responsibility for the oversight, direction, and documentation of quality control processes and procedures for the Water Reclamation Plant Laboratory of the Provo City Public Works Department. The individual appointed to this position will be required to perform the following duties:
Supervisory: Manage the laboratory to ensure efficiency, cost effective operation, and compliance with all National Environmental Laboratory Accreditation Conference (NELAC) requirements; ensure compliance to the State of Utah Environmental Laboratory Certification Program and (TNI) the NELAC Institute requirements; perform complex bacteriological, chemical, physical, and microbiological examinations of water, wastewater and field samples; analyze and interpret results; provide technical resources and coordinate with Engineering, Wastewater Collection, Pre-Treatment and Treatment staff on water quality and regulatory issues; serve as a participating and contributing team member; participate in the selection, training and management of assigned laboratory staff; participate in the preparation and administration of annual program budget; respond to and resolve internal and external inquiries and complaints in an efficient and timely manner; and respond to emergency situations as necessary.
Quality Control: Conduct internal audits and participate in external audits to maintain certification as required by TNI; ensure highest water quality and regulatory compliance; participate and coordinate studies conducted by regulatory agencies, consultants or professional groups; work with and coordinate information processing needs with programming staff to develop applications and prepare simple programs for laboratory use; compile, prepare and submit a variety of reports and correspondence to state and EPA regulatory agencies; oversee work of outside laboratories and environmental studies contracted by the City to perform wastewater specialized testing; represent the City in meetings with other wastewater agencies, regulatory agencies, industry associates and the public; maintain awareness of new trends and developments in the field of wastewater quality analysis and incorporate new developments as appropriate into programs.
Sampling: Collect, analyze, and summarize data; evaluate the trends of the Supervisory Control and Data Acquisition (SCADA); recognize potential and actual problems which may occur in analytical procedures and recommend proper corrective action; calibrate and maintain equipment; and inspect wastewater treatment facilities such as sewers, tanks, wastewater pump/lift stations and treatment processes.
Program Management: Develop, implement, and maintain proficiency testing programs to fulfill TNI certification requirements such as customer service, complaints, improvement, corrective actions, preventative actions, records control, management reviews, calibration, measurement traceability, reporting, data integrity, etc.; develop and implement standard operating procedures (SOPs), methods, calibration and testing of laboratory equipment; work with Section Manager to ensure all laboratory personnel perform all test methods according to written SOPs; maintain the written quality assurance plan according to current state and TNI regulations; research new water quality regulations and assist the Water Reclamation Plant Manager in preparing a strategy to meet regulatory requirements and water quality goals.
Training: Develop, conduct and document regular training sessions for staff on TNI requirements, implementation and City program for laboratory certification; train and evaluate laboratory and Water Reclamation personnel to promote teamwork, safety, and motivate employees to perform their duties and responsibilities to the maximum of their skills and abilities; participate in and represent the City with member agencies, other utilities and outside agencies.
Minimum Requirements: Must meet the minimum Laboratory Manager Qualification requirements for the State of Utah Environmental Laboratory Certification Program. Bachelor’s degree in chemical, environmental, biological sciences, physical sciences or engineering with at least twenty-four (24) college semester credit hours in chemistry and at least two (2) years of experience in the environmental analysis laboratory. A master’s or doctoral degree in one of the above disciplines may be substituted for one year of experience. Two (2) years of supervisory experience is recommended. New hire probationary period will be one (1) year.
License: Valid, lawful driver’s license is required at time of appointment. Applicant may be disqualified on the basis of an unacceptable driving record as reflected by the State Department of Motor Vehicles. Utah State Water Treatment Grade IV certification must be obtained within 18 months of hire.
Selection Factors: Knowledge of the quality control system as defined under National Environmental Laboratory Accreditation Certification; related federal and state rules and regulations; working knowledge of engineering terminology, chemistry principles, and laboratory protocols; advanced mathematical skills related to algebra, chemistry, statistics and physics with the ability to use a scientific calculator; supervisory techniques, including planning, scheduling, training and budgetary control functions; and thorough knowledge of the chemical, biochemical, and physical characteristics common to treated and polluted water and industrial and domestic wastewater. Skill in analyzing complex research problems, interpreting laboratory and plant operating data; developing new methods of analysis or adapting existing methods to new or unusual problems; and conducting and evaluating process control and laboratory quality assurance programs.
Schedule: Monday through Saturday, 6:00 am to 4:30 pm. Part of work hours may be delegated to other lab personnel.
Salary: $63, 390 - $87,383 annually (Range 33); Payment will be made by direct deposit and salary will normally begin at the first step of the salary range. Screening: Based on meeting the minimum requirements and job-related experience, skills, knowledge, and education; and review of application. Selection may be based largely upon an oral interview. Physical/Environmental Factors: This work requires lifting up to 50 pounds; repetitive wrist, hand and/or finger movements; specific vision abilities, including: clarity of vision at 20 feet or more and 20 inches or less; the ability to judge distance and space relationships; identify and distinguish colors, and adjust the eye to bring an object into sharp focus and to see up and down or to the right or left while fixed on a point. Also includes regular exposure to fumes or airborne particles and frequent exposure to toxic or caustic chemicals, bio-hazardous waste, ultraviolet light, heated glassware, and sterilizer with heat and steam up to 250º F. May include exposure to adverse weather conditions, odors, dangerous gases and hazardous conditions such as open and aerated tanks, manholes, heights, and explosive conditions and exposure to high-stress situations or environments, including contact with the public in confrontational or uncomfortable circumstances.
Pre-employment Testing: Prior to appointment, applicant will be required to successfully pass a drug screening and background investigation. Individuals with unsatisfactory drug screening results will be ineligible for appointment or application to any Provo City position for a minimum period of six (6) months.
