Public Comment Guidelines


Citizen Participation
The Council requests that an atmosphere of mutual respect be maintained during Council meetings. The Council will not tolerate disorderly conduct, which includes insulting language or behavior by any person, including members of the audience, Council, or Administration. Citizen input is encouraged and appreciated during Council meetings. The Council Chair will invite the public to share their comments at the appropriate time during Public Hearings, Public Input, or Public Comments.
Addressing the Council
When recognized by the Chair, please come to the podium, speak into the microphone, and clearly state your name and address for the official record. All comments should be directed to the City Council.  It is appropriate to address the Council, members of the Administration, and the public by title (e.g., Chair, Vice Chair, Council Member, Mayor, Mr., Ms.).  Please be specific when discussing your issue or concern with the Council, limiting your remarks to 3 minutes.
 
If you are part of a large group in attendance at the meeting, please designate a spokesperson to represent your group’s position. There is no need to restate what has already been said.  The Council keeps track of questions asked and will respond to them at the end of the Public Hearing as appropriate.
Distributing Materials
If you have printed information to distribute to the Council, please indicate that you do when the Chair recognizes you to speak. A Council staff member will distribute the information for you. Citizens should not go beyond the public podium or approach the Council bench.  Printed materials to be distributed prior to a Council meeting should also be given to Council staff. Please provide fifteen (15) copies of the materials and allow sufficient time for staff to deliver materials to the Council and City Recorder.  All printed materials will be made part of the public record.
