    What housing qualifies?

    1. Must be within the Pioneer Neighborhoods as designated in blue on the map below.
    2. The purchase price must be under $208,050  (adjusted annually)
    3. Can be a single family home, one half of a twin home, or a condominium.
    4. May not be occupied by renters who would be displaced by purchase.

    Who qualifies?

    1. You must be qualified with a bank or other financial institution for the first mortgage.
    2. The total income of all members of the family over 18 must be less than the income limits on Income Chart.
    3. Must not have owned a home in the past three years.

    How much can I qualify for?

    1. The maximum is $5,000.
    2. Closing Costs (less prepaid items and reserves) & up to 1/2 required down.
    3. Your monthly expenses will be evaluated for affordable limits.

    What are the terms?

    1. 0% interest rate.
    2. No monthly payments required.
    3. Repaid upon sale, transfer, or if the property is rented or ceases to be occupied by the owner.

    What do we need from you?

    1. Return a completed and signed application.
    2. Attach copies of Federal Income Tax returns for the last three years.
    3. Attach copies of paycheck stubs for the last three months for all working household members over the age of 18.
    4. Certificate of completion of “Pre-Home ownership Counseling” offered by Community Action Services.  Contact them at (801) 373-8200.  
     
     

    How long does the process take?

    1. Our normal loan processing time is approximately one week to determine income eligibility.
    2. From that point, we work with your lender on the arrangements for the down payment and closing costs.

    Utah and Federal Fair Housing Acts protect your right to select housing without discrimination based on race, color, national origin, religion, sex, familial status or your source of income.

         It is unlawful to:

    • Refuse to rent, sell or negotiate for housing; or
    • Making housing unavailable or deny that housing is available; or
    • Set different terms, conditions or privileges for the sale or rental of housing based on race, color, national origins, familial status, disability, sex or religion; or
    • Deny or make different terms or conditions for a mortgage, home loan, homeowners insurance or other real estate related transaction.

         What housing is covered?

    • Single family homes owned by private persons when a real estate broker and/or discriminatory advertising is used to rent or sell the home.
    • Single family homes not owned by private persons (such as corporation or partnerships) even if a broker is not used to rent or sell the home;
    • Multifamily dwellings with five or more units, including rooming houses; and
    • Multifamily dwellings with four or less units, if the owner does not live on one of the units.

         What housing is NOT covered?

    • The law does not apply to noncommercial housing run by religious organizations and private clubs that limit occupancy solely to members.

    The Housing Rehabilitation and Homeownership Programs comply with the lead-based paint regulation (24 CFR §570.608; 24 CFR 35) issued from the Department of Housing and Urban Development (HUD). The lead-based paint regulation will affect any home built prior to January 1, 1978.

    Provo City Redevelopment Agency is notifying all applicants of the hazards related to lead-based paint by providing a copy of the pamphlet, "Protect Your Family From Lead In Your Home," developed by the United States Environmental Protection Agency (EPA), United States Consumer Product Safety Commission (CPSC), and United States Department of Housing and Urban Development (HUD).
