    Homeland Security Threat Level

    ELEVATED

    Current Threat Level

    Information explaining the threat levels and appropriate measures to be taken are available on-line. The  Homeland Security Threat Levels information is  available in pdf format.

    LOW

    Definition: Low risk of terrorism. Routine security is implemented to preclude routine criminal threats.

    Provo City will :

      • Conduct training, seminars, workshops and exercises using the emergency response plans.
      • Provide emergency preparedness information and training to employees.
      • Conduct routine inventories of emergency supplies and medical aid kits.

      Citizens are advised to:

      • Continue to enjoy individual freedom.  Participate freely in travel, work and recreation.
      • Review natural and technological (man-made) hazards in your area.  Develop a family emergency plan and take measures to protect your family.
      • Learn how to turn off home power, gas and water service.

      GUARDED

      Definition: General Risk with no credible threats to specific targets.

      Provo City will continue all precautions from lower Threat Conditions and:

      • Support the Neighborhood Watch and Community Emergency Response Team (CERT).
      • Report suspicious packages, activities, vehicles to the proper authorities.
      • Encourage all citizens and employees to have necessary immunizations and preventive health care.

      Citizens are advised to follow all previously mentioned precautions, and:

      • Continue normal activities, report criminal activity to local law enforcement.
      • Review family emergency plans, purchase supplies, food and store water.
      • Volunteer to assist and support the community emergency response agencies.

      ELEVATED

      Definition: Elevated risk of terrorist attack but a specific region of the USA or target has not been identified.

      Provo City will continue all precautions from lower Threat Conditions and:

      • Announce Threat Condition ELEVATED to public.  Monitor media and update public.
      • Review and exercise physical security plans for critical facilities.
      • Ensure all buildings are secured; inspect for suspicious or unattended packages.
      • Develop a cadre of trained volunteers.
      • Coordinate with adjacent municipalities for mutual aid support.

      Citizens are advised to follow all previously mentioned precautions, and:

      • Continue normal activities, but report suspicious activities to the local law enforcement.
      • Take a first aid or Community Emergency Response Team class; support Neighborhood Crime Watch.
      • Network with family, neighbors and community for support for any unexpected event.
      • Report suspicious activities at or near critical facilities.
      • Maintain good physical fitness and health; store food, water and emergency supplies.

      HIGH

      Definition: Credible intelligence indicates that there is a high risk of a local terrorist attack but a specific target has not been identified.

      Provo City will continue all precautions from lower Threat Conditions and:

      • Announce Threat Level HIGH; explain expected actions.  Monitor media and update public.
      • Evaluate the need for restricting, controlling and inspecting access to City buildings, critical facilities and infrastructure.
      • Require identification, sign-in and escorts as needed. Restrict parking under or near buildings.
      • Instruct employees to be especially watchful for suspicious or unattended packages and items.
      • Conduct 100% verification of deliveries and restrict shipments.
      • Implement rumor control to avoid public panic; test communications plans.

      Citizens are advised to follow all previously mentioned precautions, and:

      • Continue normal activities but expect some delays resulting from heightened security at public buildings and facilities.
      • Report suspicious activities at or near critical facilities by calling 9-1-1.
      • Avoid leaving unattended packages or brief cases in public areas.
      • Consider taking reasonable personal security precautions.  Be alert to your surroundings, monitor the activities of your children and discuss emergency plans with family members.
      • Maintain close contact with your family and neighbors to ensure their safety and emotional welfare.

      SEVERE

      Definition: A terrorist attack has occurred or credible and corroborated intelligence indicates that one is imminent. Normally, this threat condition is declared for a specific location or critical facility.

      Provo City will continue all precautions from lower Threat Conditions and:

      • Announce Threat Level SEVERE, explain anticipated actions. Monitor media and update public.
      • Require employees to wear picture identification at work.
      • Visually inspect the interior and undercarriage of vehicles entering parking lots and terraces.
      • Cancel or delay unnecessary employee travel and leave.
      • Activate the Emergency Operations Center. Control information release to public and media.
      • Provide security for personnel dispatched to repair or restore damaged facilities and systems.

      Citizens are advised to follow all previously mentioned precautions, and:

      • Report suspicious activities and call 9-1-1 for immediate response. Be suspicious of activities around critical facilities.
      • Expect delays, searches of bags and restricted access (including parking) to public buildings.
      • Take personal security precautions to avoid becoming a victim of crime or terrorist attack.
      • Avoid crowded public areas and gatherings or areas affected by attack
      • Keep emergency supplies accessible and automobile fuel tank full.
      • Be prepared to evacuate your home or shelter in place on order of local authorities.
      • Closely monitor news reports and Emergency Alert System (EAS) radio/TV stations.
      • Assist neighbors who may need help.  Do not repeat unsubstantiated information and rumors.
