Essential Duties: This is technician level work with responsibility to provide planning assistance and/or technical ordinance enforcement within the zoning division of the Community Development Department of Provo City Corporation. The individual appointed to this position will be required to perform the following duties: process complaints and conduct field and office investigations of ordinance violations; contact reported violators and enforce code on confirmed violations or offer alternatives for resolution; issue orders, requests, and citations to achieve compliance and enforce ordinances uniformly, tactfully, and impartially; receive and respond to inquiries regarding compliance procedures and processes and either handle or refer to the proper authority; research and prepare cases of violations; work with the City Attorney’s office on the presentation of cases in court as needed; may be assigned to prepare and present staff reports to the Board of Adjustment and Planning Commission; may perform special studies on planning and/or code enforcement issues as assigned by the Community Development Director or designee; assist the public by directing, advising, researching, and providing general assistance with community development processes; provide technical planning assistance to the public, supervisors, and co-workers; assist other staff members as needed, and perform other work as required.
Minimum Requirements: A) One (1) year of experience performing duties such as licensing, permit processing, ordinance enforcement, technical planning, construction administration, or in a field that would demonstrate an understanding of the permit approval process; or B) two (2) years of post-secondary education in planning, geography, or related field. Equivalent combination of related education and experience [substituting each one year of post-secondary education/training for six months of experience]. Preference given for a Bachelor’s degree. New hire probationary period will be one (1) year.
License: A valid, lawful driver’s license is required at time of appointment. Applicant may be disqualified on the basis of an unacceptable driving record as reflected by the State Department of Motor Vehicles.
Selection Factors: Knowledge of: related planning and zoning laws, codes, ordinances, rules and regulations governing functions of the position; enforcement and adjudication procedures; permit processing procedures; policies and procedures established for the work system; the operations, functions, and terminology common to the work; and basic English composition, spelling, and grammar. Skill in: performing duties in a manner that demonstrates respect, integrity, courtesy, and kindness towards fellow workers, customers, and the general public; gathering and analyzing data and development plans; and dealing with the public in emotional or negative situations. Ability to: interpret general orders and research technical and specialized data and information; present matters clearly and persuasively before the public, management, employees, and other groups; perform work with speed and accuracy; communicate effectively both verbally and in writing; develop and maintain effective working relationships with the public, coworkers, and supervisors; evaluate programs and procedures; organize assigned work and develop effective work methods; and prepare clear, concise, accurate, and informative reports. Note: Employees of this class are eligible for advancement to the next level in this career series as directed by policy and in accordance with the associated advancement criteria.
Salary: $1,144 - $1,550 (range 18) biweekly. Payment will be made by direct deposit and position includes a full benefits package. Optional plans available include: reimbursable medical and child care accounts, a health reimbursement account, vision and AD&D insurance, and deferred compensation (457 & 401k) plans. Overtime will normally be accrued as compensatory time.
Screening: Based on meeting the minimum requirements and job-related experience, skills, knowledge, and education. Selection may be based largely upon an oral interview. Criminal background checks are conducted on all City positions. Non-disclosure may result in dismissal.
Physical/Environmental Factors: Work includes exposure to adverse weather conditions; work in areas with unknown conditions that may be unsafe; may include exposure to high-stress situations or environments, including contact with the public in confrontational or uncomfortable circumstances and the meeting of strict deadlines. Work also requires ability to move among construction equipment and unfinished projects and through areas of reported violations. May require working extended hours and sitting at a computer desk for extended periods of time maintaining concentrated attention to detail.
Pre-employment Testing: Prior to appointment, applicant will be required to successfully pass a drug screening and background investigation. Individuals with unsatisfactory drug screening results will be ineligible for appointment or application to any Provo City position for a minimum period of six (6) months.
