NOTE: Appointment for this position could be made at any level of the series. Applicants appointed to an open career series directly at higher than the entry level must demonstrate fulfillment of the associated requirements during the probationary period.
Essential Duties: This position is systems analysis work in the Information Services Department of Provo City Corporation. The individual appointed to this position should be able to do many of the following tasks: maintain networks including security; upgrade and maintain the City's PeopleSoft software; design, analyze, and program user-generated projects by analyzing and clarifying data requirements and needs; evaluate, program, convert, and install information systems; develop, test and debug new programs including web applications; design software to enhance system use; upgrade, test and modify existing programs to increase operating efficiency and/or adapt to new requirements; work in collaboration with user department personnel and the Information Services Director; instruct personnel in procedures of applications; train user department personnel as needed; install hardware and software; assist staff members as needed and perform other related duties as required.
Minimum Requirements: Systems Analyst I: Bachelor’s degree in computer science or related field and one (1) year experience in computer information systems; OR an equivalent combination of job-related education/experience [substituting each one year of post-secondary education/training for six months of experience]. Systems Analyst II: Bachelor’s degree in computer science or related field and either two (2) years experience as an Analyst I or three (3) years experience in computer information systems; OR an equivalent combination of job-related education/experience [substituting each one year of post-secondary education/training for six months of experience]. Senior Systems Analyst: Bachelor’s degree in computer science or related field and either one (1) year experience as a Systems Analyst II or four (4) years experience in computer information systems; OR an equivalent combination of job-related education/experience [substituting each one year of post-secondary education/training for six months of experience]. Experience with PeopleSoft is a plus for one of these positions. Network maintenance and security is a plus for the other position. New hire probationary period will be one (1) year.
Salary/Benefits: Systems Analyst I (range 24) $39,889 - $54,025 annually; Systems Analyst II (range 27) $46,176 - $62,541; Senior Systems Analyst (range 29) $50,909 - $68,951. Payment will be made by direct deposit and position includes a full benefits package, including: medical, dental, life, and LTD insurance plans, retirement plan, employee assistance and wellness programs, and sick, vacation, and holiday leaves. Optional plans available include: reimbursable medical and child care accounts, a health reimbursement account, vision and AD&D insurance, and deferred compensation (457 & 401k) plans.
Selection Factors: Fluency in multiple programming languages and operating systems. Knowledge and application skills in client-server technology, Windows XP, Windows 2000/2003, MS SQL server, languages such as Visual Basic, Delphi, .Net, Java, etc.; systems analysis methods; program debugging techniques; security, data backup, and disaster recovery methods; principles and practices of information technology programming and analysis; and the operations, functions, terminology, and policies and procedures common to information technology including networking. Skill in performing duties in a manner that demonstrates respect, integrity, courtesy, and kindness towards fellow workers, customers, and the general public. Ability to design and develop new computer applications; explain technical information in lay terms and to individuals of varying levels of understanding; work independently with little or no direct supervision; exercise independent judgment in evaluating situations and make sound recommendations; organize assigned work and develop effective work methods; communicate effectively both orally and in writing; and develop and maintain effective working relationships with coworkers, users, and supervisors.
Screening: Based on meeting the minimum requirements and job-related experience, skills, knowledge, and education. Selection for this position will be based largely upon an oral interview. Criminal background checks are conducted on all City positions. Non-disclosure may result in dismissal.
Physical/Environmental Factors: This work requires sitting at a computer or desk and keyboarding for extended periods of time, lifting up to 30 lbs., exposure to electronics and electrical materials and equipment related to the work, exposure to workplace stress including meeting of strict deadlines, and other varied physical activities associated with performing the essential duties. Employees of this class are frequently subject to on-call status.
Pre-employment Testing: Prior to appointment, applicant will be required to successfully pass a drug screening and background investigation. Individuals with unsatisfactory drug screen results will be ineligible for appointment or application to any Provo City position for a minimum period of six (6) months.
