    DEVELOPMENT SERVICES ENGINEER

    Public Works Department

    Full-time Regular Position

    Essential Duties: This is professional management work responsible to oversee and direct the development review process within the Department of Public Works, including coordinating the review process among the four (4) Divisions of Public Works; preparing a consolidated Public Works report with regard to proposed development; facilitating discussion between the development community and Public Works on project specific issues; representing Public Works in meetings with developers, City staff, the public, and others; reviewing and approving complex project plans and/or permit applications and ensuring compliance with applicable codes, ordinances, and standard engineering principles; coordinating the overall development review process for the Department of Public Works, ensuring that the process is timely, efficient, responsive, and thorough; representing Provo City on various committees and statutory boards and before the Municipal Council, Planning Commission, and other City boards and commissions as needed; and performing other duties as required.


    Minimum Requirements: A) Bachelor’s degree in Civil Engineering or a closely related field and five (5) years of experience performing municipal civil engineering duties; or B) an equivalent combination of job-related education and/or experience. New hire probationary period will be one (1) year.


    License(s): Must posses a State Professional Engineer license (must be State of Utah certified within one year); and a valid, lawful driver’s license.


    Selection Factors: Knowledge of current Civil Engineering principles and practices as they apply to the development of both onsite and offsite plans involving Water, Sewer, and Storm Drain facilities associated with residential, commercial, and institutional development; knowledge of engineering principals related to the development of and implementation of traffic control plans and other traffic related issues as they might relate to new development; knowledge of the principals and practices of municipal government administration, the operations, functions, and terminology, to the work; and basic English composition, spelling and grammar. Skill in performing duties in a manner that demonstrates respect, integrity, courtesy, and kindness towards fellow workers, customers, and the general public; the use of engineering tools, instruments, and equipment; computation at levels required of graduate Civil Engineers; and the preparation of clear concise, accurate, and informative reports. Ability to manage, coordinate, and facilitate the development review process within the Department; plan, implement, and direct various programs and develop effective work methods; evaluate programs and procedures and exercise independent judgement; communicate complex ideas effectively both verbally and in writing; effectively resolve operational problems; and develop and maintain effective working relationships with the public, coworkers, supervisors, developers, committees, boards, and owners.


    Salary: $50,909 to $76,019 annually, commensurate with qualifications and experience. Payment will be made by direct deposit and position includes a full benefits package, including: medical, dental, life, and LTD insurance plans, retirement plans, employee assistance and wellness programs, and sick, vacation, and holiday leaves. Optional plans available include: reimbursable medical and child care accounts, a health reimbursement arrangement (HRA), vision and AD&D insurance, and deferred compensation (457 & 401k) plans.


    Screening: Based on meeting the minimum requirements and job-related experience, skills, knowledge, and education. Selection for this position may be based largely upon an oral interview. Criminal background checks are conducted on all City positions. Non-disclosure may result in dismissal.


    Physical/Environmental Factors: This position requires moderate physical activity (push, pull or lift medium weights); uncomfortable working positions such as stooping, crouching and bending; and walking through construction and development projects. Position also requires exposure to dust, noise and periodic bad weather at construction sites; high volume traffic areas and heavy construction equipment; and exposure to high-stress situations or environments, including, contact with the public in confrontational or uncomfortable circumstances.


    Pre-employment Testing: Prior to appointment, applicant will be required to successfully pass a drug screening and background investigation. Individuals with unsatisfactory drug screening results will be ineligible for appointment or application to any Provo City position for a minimum period of six (6) months.
