NOTICE OF TESTING FOR POLICE OFFICER

Essential Duties: This is a public safety position with the Provo City Police Department. The appointed employee will be required to perform the following duties: enforce all laws of the State of Utah and/or the City of Provo and Utah County; patrol assigned areas to discover, control, and/or prevent violations of the law; respond to calls, emergencies, and alarms; deliver emergency messages; mediate civil complaints; gather intelligence; serve warrants and subpoenas; educate the public in prevention of all crimes; actively seek out and detect all criminal activity; investigate complaints, traffic accidents, and crimes by interviewing complainants, suspects, witnesses and victims; prepare, compose, and submit reports of a quality to be used in a court of law or as a basis for further investigation or intelligence gathering; testify in court or at hearings when subpoenaed; arrest suspects by proper and approved methods; subdue, overcome, and control persons by using reasonable force; maintain security of and escort prisoners from crime scenes to jail, court, or other assigned areas; handle inquiries or complaints; interview prisoners; render first aid when necessary; and assist the public, control crowds, and intervene in crises. Additionally, employee will be required to perform other duties as required.
Minimum Requirements: Applicants must be 21 years of age at time of testing, have high school diploma or equivalent (GED), and be a citizen of the United States or in active process of becoming a citizen. [These are the requirements for Police Officer I--additional requirements are needed for higher levels.] Employees of this class are subject to sufficient residency requirements as stated in Provo City Policies and Procedures and should reside within a designated fifteen mile radius of the department’s primary operations facility. An official map that specifies the residency border shall be maintained by the department. Exceptions will be reviewed by the Chief and compliance within the designated radius shall be verified by the Chief prior to hire, promotion, or change of residency. Provo City reserves the right to advance only the most suitable candidates to the testing process. The most suitable candidates for this testing will be Law Enforcement or Special Function certified or currently enrolled in any level (Special Function or Law Enforcement) of a state recognized law enforcement academy. Individuals who have current out-of-state law enforcement certification must obtain law enforcement certification in the state of Utah before final offer of employment will be given. Proof of certification or enrollment in a law enforcement academy is required at time of application. New hire probationary period will be one (1) year.
Driver's License: Applicants must possess a valid, lawful driver's license and must obtain a Utah driver's license at time of appointment. Candidates may be disqualified on the basis of an unacceptable driving record as reflected by the State Department of Motor Vehicles. Driving records will be evaluated on a case by case basis.
Salary: Police Officer I: $1,461 - $1,794 biweekly/$18.26 - $22.44 per hour (range 21-C); Police Officer II: $1,610 - $1,978 biweekly/$20.14 - $24.74 per hour (range 23-C); or Senior Police Officer: $1,958 - $2,181 biweekly/$24.48 - $27.27 (range 25-E). A one step raise will be given after successful completion of a one-year probationary period. Payment will be made by direct deposit and position includes a full benefits package, including: medical, dental, life, and LTD insurance plans, retirement plans, employee assistance and wellness programs, and sick, vacation, and holiday leaves. Optional plans available include: reimbursable medical and child care accounts, a health reimbursement account, vision and AD&D insurance, and deferred compensation (457 & 401k) plans. Equipment, uniform, and uniform cleaning are furnished. [NOTE: This is a three-tier open career series. Candidates are normally appointed at the entry level of the series. Appointment or advancement to a higher level is based on meeting the associated requirements and the recommendation of the Department Director. Candidates appointed directly at higher than entry level must satisfactorily demonstrate the required proficiencies during the probationary period.]
Testing Process: The testing will be held May 27, 2008 (written), June 3, 2007 (physical), and June 4 and 5, 2008, (oral interviews). If there are a sufficient number of applicants, the Human Resources Department may establish preliminary qualifying criteria to identify and advance only the most suitable candidates to the testing process. The testing process will include a general aptitude written exam with law enforcement application. All sections of the written exam must be passed with 70% or higher for the applicant to be considered further. Applicants who do not pass will be ineligible to retest with Provo City for one year. If an applicant has taken the written test being administered in the current exam process (National Police Officer Selection Test) within the last six (6) months, the previous certified score may be accepted and the candidate excused from that portion of the exam. Top scoring applicants from the written exam will be invited to continue in the testing process and be required to pass a physical test which includes flexibility, cardiovascular endurance, and strength testing. If an applicant has taken the physical test being administered in the current exam process (Modified Cooper Standard–POST Exit Requirements) within the last three (3) months, the previous certified score may be accepted and the candidate excused from that portion of the exam. All certified scores for previously taken written and physical tests must be submitted at the time of application. Candidates passing the physical test will then proceed to an oral interview. Following the oral interview, candidates will be ranked on an eligibility list based on their overall score. This list may be modified periodically by integration of candidates certified through other testing processes as allowed by the Civil Service Commission.
Hiring: Appointments are made from the eligibility list established by this process. Eligibles will remain on this list for two years unless removed in accordance with Civil Service Rules and Regulations. When a vacancy occurs, top candidates are referred to the Chief for selection consideration. Their respective rankings will be adjusted as new examinations are held during the two-year period and additional candidates are integrated into the list. Appointment is conditional upon successful completion of a psychological examination, physical examination, audiogram, drug screen, and background reference check. Note: In compliance with an amendment to the Gun Control Act of 1968, individuals who have been convicted of a “misdemeanor crime of domestic violence” shall not be eligible for employment as a police officer unless the conviction has been expunged, set aside, pardoned, or the person has had his or her civil rights restored (if the law of the applicable jurisdiction provides for the loss of civil rights under such an offense).
