Essential Duties: This is advanced professional engineering and management work involving complex engineering in coordinating, planning, designing, estimating, and preparing specifications for the building of electrical transmission and distribution systems; and in the analysis of the electrical power systems in the Energy Department of Provo City Corporation. The individual appointed to this position will be required to perform the following duties: provide professional electrical engineering functions, management, and supervisory support for power system analysis, expansion, operation, maintenance, and technical training; manage and coordinate the systems engineering functions within the division including resource scheduling, budget, strategic plan support, and coordination with GIS and the engineering model; maintain close coordination with management; participate in strategic planning and recommend projects to improve and maintain system integrity, reliability, and cost effectiveness; prepare specifications; engineer and design electrical transmission and distribution lines, substations, and related facilities; coordinate large projects with department construction and maintenance crews, other utilities, private contractors, and developers; assure compliance with project specifications and plans; maintain full project cost accountability; provide regular project status reports; assure as-built field documentation of projects; perform, update, and evaluate electrical system analysis and studies including short circuit and power flows, load balancing, load forecasting, protective relaying, and fuse coordination engineering; coordinate relay calibration and maintenance with the electrical maintenance supervisor; recommend system operating and technical maintenance standards and procedures and monitor effectiveness of procedures as implemented; develop, establish, and monitor compliance with material, construction, and engineering standards; furnish technical engineering advice to customers, electricians, and department employees; perform the work of lower level employees; may supervise subordinate workers; and perform other related duties as required.
Minimum Requirements: Electrical Engineer II: A) Fundamentals of Engineering Certificate (FE); and B) a bachelor’s degree in electrical engineering or closely-related field and three years experience as a Systems Electrical Engineer I or comparable. Sr. Electrical Engineer: Professional Engineering License required. Bachelor’s degree in electrical engineering or closely related field and four (4) years of experience as a Systems Electrical Engineer II OR an equivalent combination of job-related education and/or experience. New hire probationary period is one (1) year. NOTE: Applicants appointed to a progression career series directly at higher than the entry level must satisfactorily complete the associated advancement criteria during the probationary period.
License: Valid, lawful driver’s license is required at time of appointment. Applicant may be disqualified on the basis of an unacceptable driving record as reflected by the State Department of Motor Vehicles.
Selection Factors: Knowledge of modern electrical power theory, methods, techniques, and analysis; standard utility practices and equipment including computers; the National Electric Code and National Electric Safety Code; protective relay theory and application, relay testing skills and system coordination; project planning, budgeting, engineering, design, and management practices; related laws, codes, rules, and regulations governing related functions of the position; policies and procedures established for the work system including safety standards & safe work practices; and the operations, functions, and terminology common to electrical engineering. Skill in performing duties in a manner that demonstrates respect, integrity, courtesy, and kindness towards fellow workers, customers, and the general public; power/utility applications; and engineering and design of sub-transmission, distribution, substations, and control. Ability to plan and manage projects, maintain records, and prepare progress and accomplishment reports; prepare cost estimates; conduct engineering research; perform inspections; supervise subordinates; work effectively on individual and team projects; and communicate effectively both orally and in writing.
Salary: Electrical Engineer II (grade 29): $2,005 - $2,765 biweekly; Sr. Electrical Engineer (grade 32): $2,321 - $3,200 biweekly (Exempt). Overtime for non-exempt positions will normally be accrued as compensatory time. Position includes a full benefits package. Screening: Based on meeting the minimum requirements and job-related experience, skills, knowledge, and education. Criminal background checks are conducted on all City positions. Non-disclosure may result in dismissal.
Physical/Environmental Factors: This work requires viewing a computer screen for extended periods of time; frequent walking over undeveloped ground; and physical strength and agility for lifting, bending, and stooping; some or potential exposure to adverse weather conditions in all seasons, fumes, chemicals, energized electrical equipment, and construction traffic and noise. Position may also require exposure to high-stress situations or environments, including, contact with the public in confrontational or uncomfortable circumstances. Note: Employees of this class may be subject to on-call status. RESIDENCY: Employees of this class may be subject to Provo City residency requirements as demanded by the position.
Pre-employment Testing: Prior to appointment, applicant will be required to successfully pass a drug screening and background investigation. Individuals with unsatisfactory drug screening results will be ineligible for appointment or application to any Provo City position for a minimum period of six (6) months.
