    Employee Benefits
    General Information

     
    Provo City offers a full benefits package to full-time regular employees. 

    Pay Schedule 

    Pay day is every other Thursday.  Normally there are 26 pay days in a calendar  year. 
     
     

    Direct Deposit 

    Provo City direct deposits employees' paychecks. One of the many benefits of direct deposit is that funds can be deposited in multiple accounts  for our employees' convenience. 
     
     

    Credit Unions 

    Employees working on a full-time or part-time basis are eligible to join either of the Employee's Credit Unions.  Mountain High Federal Credit Union, 1476 N Freedom Blvd. or Police & Fire Credit Union at the Taylor Building, 250  West Center Street, Suite 114. Credit Unions are available through payroll  deduction. 
     
     

    Holidays 

    Full-time regular employees are eligible for a day off with pay for each of  the 10 holidays stipulated by Provo City. 
     
     

    Vacation 

    Full-time regular employees receive vacation credits as follows:  

    • 0 - 5 years of service, 3.0770 hrs per biweekly pay period 
    • after 5 years of service, 3.6924 hrs per biweekly pay period
    • after 10 years of service, 4.6154 hrs per biweekly pay period 
    • after 15 years of service 6.1539 hrs per biweekly pay period 

    Up to 320 hours unused vacation days can be carried over to the next year. 
     

    Sick Leave 

    Each full-time employee of the City shall earn 3.6924 hours of sick leave per biweekly pay period (96 hours annually).  There is no limit to  maximum accumulation.  

    Wellness Program
     

    Provo City offers a Wellness Program for all full-time employees and spouses.  The purpose of the Wellness Program is to:  

    • To help employees become aware of possible health risks in their lives as  well as the lives of their family members. 
    • To assist employees in making the changes needed for a healthier lifestyle. 
    • To educate employees on various health related topics. 

    PEHP Health Plans & MetLife Dental Insurance  

    Full-time regular employees are eligible to receive medical and dental  insurance coverage. Medical and dental coverage begin the first day of the month  following the first day of employment.
     

    Medical Reimbursement Account  

    This account enables full-time employees to pay for certain eligible medical  expenses on a pre-tax basis. Examples of eligible expenses include deductibles  and co-payments not covered by your health insurance, orthodontia, treatment for  mental and nervous conditions, chiropractic care, eyeglasses and eye exams. The  amount you set aside for this account is deducted from your paycheck each pay  period. The maximum amount per month that you may have placed in this account is  $300.00. Then, as eligible expenses are incurred, you request reimbursement. 
     
     

    Dependent Care Reimbursement Account  

    If you are a full-time employee and you have someone caring for your child  while you work, you may want to open a dependent care reimbursement account. To  be eligible to use this account, your child must be under the age of 15. In  addition, this account may be used for others who live with you and and who rely  on you for more than half of their support, and are mentally and physically  unable to care for themselves. A maximum of $415.00 per month may be deposited  into this account. Although this reimbursement account is an excellent benefit  for many employees, it may be more advantageous for you to take a tax credit  which the IRS allows for eligible dependent care expenses. You will have to  choose whether you are interested in participating in the dependent care  reimbursement account or in taking the tax credit, since the IRS will only allow  participation in one of these areas. 
     

    HRA

    The HRA is a way the City assists you in funding the deductible on the Core plan.  It also provides an incentive to employees to be conservative in how much they spend on health care since what's left over at the end of the year can be rolled over to the next year.  The HRA is similar to a Flexible Spending Account (FSA) in that dollars that are put into the account are not taxed.  These dollars can be used to pay for your IRS-approved out-of-pocket health related expenses. 

    Unum Life Insurance  

    Provo City provides each of its full-time employees with $40,000 of life  insurance. By paying an additional premium, employees can become insured up to a  level of $50,000 (on a pre-tax basis).  
     

    Unum Long-Term Disability  

    If an employee qualifies for LTD, the employee will receive 60% of his/her  salary after a three (3) month elimination period has been met. The LTD premium  costs are paid by Provo City on behalf of its full-time employees. 
     

    Unum AD&D  

    Accidental Death and Dismemberment is an optional insurance plan offered to  full-time employees. This insurance can be elected up to an insurance level of  $300,000.  


    Unum Voluntary Life Insurance

    Term life insurance is an optional insurance plan that is offered to full-time employees and their spouses.  The amount of coverage ranges between $50,000 and $300,000.
     
     

    Utah State Retirement System  

    Full-time regular, non-public safety employees, hired after July 1, 1987  (except for specifically designated executive positions) participate in the Utah  Public Employees Non-Contributory Retirement System. Contributions to each  employee's account are made entirely by the City in the amount of 20.15% (which  includes FICA, State Retirement and 401 (k)) of their salary. Contribution includes defined benefit, defined contribution and FICA.
     
     

    Deferred Compensation 

    Elective deferrals are available to any employee by voluntary participation  in 401(k) or 457 plans administered by ICMA or State Retirement. 
     
     

    Employee Assistance Program 

    Employees and their families have access to a professional counseling and  referral service for such problems as family or marital conflict, emotional  stress, financial problems, substance abuse, etc. 
     
     

    Worker's Compensation Insurance 

    An employee who is absent due to a service-connected accident which has been  verified by the Utah Industrial Commission (UIC) may be eligible to receive  compensation from the Worker's Compensation Fund of Utah. Provo City makes up  the difference to equal the employee's regular pay, which is charged to their  accruals balance. 
     
     

    Tuition Assistance 

    Full-time employees are eligible for educational assistance, subject to  department approval and availability of funds. Education programs are limited to  job-related courses.
