Civil Division
The Civil Division of the Provo City Attorney’s Office counsels and represents the Mayor and Municipal Council, departments, agencies, boards, and commissions. Its expertise covers all aspects of municipal government from Aviation to Zoning and provides the legal advice and representation needed to implement Provo City policies and goals.
Given the broad nature of the services of City departments including: Administrative Services, the Aiport, Energy, Parks and Recreation, Police, Fire, Public Works and, the Library, the work of the Civil Division takes a variety of forms, including:
- Community Development and Land Use. The office counsels the Community Development Department and other City Departments on the legal aspects of zoning, planning, growth management, and zoning enforcement. The office also litigates zoning violations when appropriate.
- Contracts. The office provides legal services at all stages of contract formation, implementation and performance, including contract negotiation, drafting, review and enforcement. The office assists the Purchasing Division to ensure that City procurement policies are followed.
- Legislation. The office drafts proposed ordinances and resolutions for consideration by the Mayor and Municipal Council.
- Legal Advice. The office advises the Mayor, Municipal Council, and City departments regarding federal and state laws and regulations that affect the city.
- Economic and Redevelopment Projects. The office assists with economic development projects such as the development of East Bay, the Provo Towne Centre Mall, the Marriott Hotel, The Duncan Aviation Project, the Wells Fargo Building and parking structure, the new Utah County Convention Center, and other important economic and redevelopment projects such as the environmental remediation and redevelopment of Mountain Vista Business Park (former Ironton Steel Mill site a U.S. Environmental Protection Agency “Brownsfields” project).
