(1) A Provo Arts Council is hereby created.
(2) The Arts Council shall have fifteen members who shall be appointed by the Mayor with the advice and consent of the Municipal Council. Each member shall serve for three years, except that members may be appointed to shorter terms to provide for staggered terms among members of the Arts Council
(3) One member of the Arts Council shall be designated by the Mayor to be chairman and shall so serve until the Mayor shall otherwise direct, or his or her term expires.
a. Purpose- Funding
(1) The purpose of the Provo Arts Council shall include, but not be limited to, the following:
(a) to develop a comprehensive plan to strengthen the full spectrum of artistic resources in the city;
(b) to assess the needs of the city for performance facilities and display facilities for the arts and to develop a strategy for the acquisition and operation of such facilities;
(c) to promote, produce and encourage performances or displays by local, regional and national artists;
(d) to supply information regarding cultural opportunities in Provo City to the Provo City Economic Development Office;
(e) to organize groups, with the consent of the Mayor, to be known as patrons of the arts;
(f) to act as an advisory body to the city in all matters pertaining to the arts.
(2) The Council may receive funds by an annual appropriation in the city budget, by government, corporate, or private grants or donations, and from proceeds from performances and other functions authorized by the Arts Council. All such funds shall be held and managed as the Mayor shall direct.
Executive Director, The Executive Director, Arts Council Associate, and Secretary shall be hired by the Mayor of Provo. The Chairman of the Board shall be appointed by the Mayor, upon recommendation from the council membership.
