The Office of Professional Standards and Training is dedicated to fostering a culture of integrity among Provo Police Department staff by educating employees and promoting and ensuring ethical behavior.  The goal of the Office of Professional Standards and Training is to assure that the integrity of the department is maintained through a system of internal discipline where objectivity, fairness, and justice are assured by an intensive, impartial investigation and review process.  The OPST will verify that complaints are thoroughly investigated in the fairest possible way, with the goal always being to discover the truth of the matter at issue.  By fulfilling the following responsibilities, we help ensure that the Provo Police Department maintains the highest ethical and training standards: 

 

  • Provide leadership, direction and guidance on ethical practices through training and education.
  • Receive and investigate complaints against police personnel alleging improper criminal activity, violation of department directives and policies, sexual harassment, excessive force and brutality, racial discrimination, or any other investigation as directed by the Chief of Police.
  • Maintains a comprehensive database of all records associated with complaints, commendations, disciplinary actions, and use of force incidents involving all members of the Department.
  • Maintains a liaison with several “outside” entities, such as the Utah County Attorney’s Office, the City’s Legal Office and Human Resources Department, and the Utah Peace Officers Standards and Training (P.O.S.T.). Information is shared with these entities when necessary to ensure proper oversight and reporting.
  • Provide relevant and effective training in response to the educational needs of the Provo Police Department and the community for sworn and non-sworn employees.
  • Responsible for the coordination, administration and implementation of all training activities throughout the Department.

 

The Office of Professional Standards and Training staff reports directly to the Chief of Police, acts as an extension of his internal security responsibility, and will function in areas designated by him.
