Available to qualified Provo Residents
Home Improvement Loans which may be used for:
- Plumbing, electrical repairs
- Roof and structural repairs
- Furnace and/or water heater replacement
- Kitchen and bathroom rehab (not remodeling)
- Interior and exterior wall repairs and painting
- Carpet and vinyl replacement
- Window and door replacement
- Correct code violations
- Historical renovations
- Remove barriers for handicap accessibility
Homeownership is an integral part of the American Dream and is a primary step to which most Americans accumulate wealth. The cumulative effect of small maintenance and repair projects can pay back big dividends.
Loans are 15 year, 0% interest based on income qualifications. Homeowners on fixed income & over 65, or on social security disability may qualify for a 0% deferred loan.

- After rehab value must not exceed area value limits set by HUD (adjusted annually)

The Housing Rehabilitation and Homeownership Programs comply with the lead-based paint regulation (24 CFR §570.608; 24 CFR 35) issued from the Department of Housing and Urban Development (HUD). The lead-based paint regulation will affect any home built prior to January 1, 1978.
Provo City Redevelopment Agency is notifying all applicants of the hazards related to lead-based paint by providing a copy of the pamphlet, "Protect Your Family From Lead In Your Home," developed by the United States Environmental Protection Agency (EPA), United States Consumer Product Safety Commission (CPSC), and United States Department of Housing and Urban Development (HUD).

Handicap Accessibility
Loans are available for remodeling to remove architectural barriers for aging or handicapped individuals to create a safer and more accessible living space for those with special needs. Loans are for those 65 of age and over and on fixed incomes or on social security disability and are zero percent deferred and needs only be repaid if the property ceases to be occupied by the eligible owner or the property is sold.
