iProvo Consultant Reports


From the outset, the development of the iProvo fiber optic network had multiple objectives. Certainly one objective was to create a world-class ultra-high bandwidth network that would give Provo residents and businesses superior service and a competitive edge for economic development and growth. In addition, the City recognized that if government services could be delivered across such a network, there could be significant efficiencies and enhanced service over time. Services like automated meter reading, electrical outage detection and management, demand side management to conserve energy and targeted emergency notification could be made available over the iProvo network.

Given the benefit of the network that could accrue to all taxpayers, regardless of whether they were subscribers to video, voice or data services on iProvo, a part of the cost of the construction and operation of the network could reasonably be assigned to the City as a whole rather than just covering these costs from subscriber revenues.

In an attempt to quantify those benefits to the general taxpayers of Provo, the City commissioned two nationally recognized consulting firms to review the network's capacity to provide these government services and recommend how they might be funded now and in the future.
