Essential Duties:  This is skilled operation, maintenance and repair work of Storm  Water Systems in the Public Works Department of Provo City Corporation.  The individual appointed to this position will be required to perform the following duties: operate and maintain the storm drain system; clean and repair pipes, trash racks, inlet and diversion structures, pump stations, sump pumps, and other system facilities; perform minor maintenance and repair of equipment; keep records; identify abnormal conditions and resolve basic operation issues; prepare ditches and lay pipe; build head gates; thaw frozen pipes; repair pipe leaks; clean and maintain storm drains and irrigation ditches; mix and finish cement; perform field investigations relating to the size and location of storm drains and irrigation culverts; prepare and maintain property lists and work schedules; maintain water flow schedules; confer with water users on issues; may maintain, repair, install, and/or excavate water mains, service lines, fire hydrants, valves, water meters, fountains, and sprinklers; follow safety protocols; may shovel snow; and assist others as needed and perform other duties as required.

Minimum Requirements:  Apprentice: One year of experience in general construction or other work requiring mechanical aptitude. Operator I: One (1) year of professional water operator experience.  Operator II: Two (2) years of professional water operator experience.  Operator III: Four (4) years of professional water operator experience.  An equivalent to a high school diploma is required for all levels.  Additional education may be substituted for experience as allowed by the State of Utah to qualify for unrestricted water systems operator certification. New hire probationary period is one (1) year. 

[NOTE:  Appointment or advancement to a higher level of the series is based on the recommendation of the Department Director and completion of the associated requirements.  If appointed directly at higher than the entry level, applicants must satisfactorily demonstrate the required proficiencies during the probationary period.]  

License(s):  A valid, lawful commercial driver’s license is required for all levels. Applicant will be disqualified from driving for the City on the basis of an unacceptable driving record as reflected by the State Department of Motor Vehicles. Operator I: Unrestricted Grade I Utah Water Systems Operator.  Operator II: Unrestricted Grade II Utah Water Systems Operator.  Operator III:  Unrestricted Grade III Utah Water Systems Operator.  

Salary:  Apprentice: $1,184 – $1,633 biweekly (range 18); Storm Water Worker I: $1,244 - $1,714 biweekly (range 19);  Storm Water Worker II: $1,371 - $1,890 biweekly (range 21); Storm Water Worker III: $1,512 - $2,084 biweekly (range 23).   Payment will be made by direct deposit and salary will normally begin at the first step of the salary range.    Position includes a full benefits package, including:  medical, dental, life, and LTD insurance plans, retirement plans, employee assistance and wellness programs, and sick, vacation, and holiday leaves.  Optional plans available include:  health care and dependent care flexible spending accounts, a health savings account, vision and AD&D insurance, legal assistance, home and auto insurance, ID theft protection, supplemental medical insurance, and deferred compensation (401k, 457 & IRA) plans.  Overtime will regularly be accrued as compensatory time. 

Screening:  Based on meeting the minimum requirements and job-related experience, skills, knowledge, and education. Criminal background checks are conducted on all City positions.  Non-disclosure may result in dismissal. 

Selection Factors:  Knowledge of  the methods and techniques effective in installation, maintenance, and repair of storm drains, irrigation systems, and structures; related laws, codes, rules and regulations; policies and procedures established for the work system; the operation and maintenance of pumps; surveying to lay pipe; ultrasound water level monitor; and chemicals and spray equipment.  Skill in performing duties in a manner that demonstrates respect, integrity, courtesy, and kindness towards fellow workers, customers, and the general public.  Ability to operate and maintain equipment for the work; lay various sizes of pipe; install water main; weld for screen and lid fabrication; read and understand a set of plans; pour concrete boxes, gutters, etc.; deal with the public in a pleasant, courteous, and calm manner in all circumstances; communicate effectively both orally and in writing; perform heavy lifting and sustain prolonged physical labor in all types of weather; work safely around hazardous equipment, and operate equipment and vehicles in a safe, responsible manner. 

Physical/Environmental Factors: This work may require exposure to adverse weather conditions, in and around heavy traffic, and exposure to odors and hazardous conditions. May also require lifting up to 50 lbs.; and climbing on ladders, into equipment, meter holes, and boxes. Requires physical strength and agility to perform the work.  Note: Employees of this class will be subject to on-call status.  

Pre-Employment Testing:  Prior to appointment, applicant will be required to successfully pass a drug screening and background investigation.  Individuals with unsatisfactory drug screening results will be ineligible for appointment or application to any Provo City position for a minimum period of six (6) months.
