meetingLegal Services Division The City Legal Services Division of the City Attorney’s Office provides legal counsel on a wide variety of issues and represents the City before administrative boards, agencies, and commissions. It researches legal questions and drafts memoranda, legal opinions, ordinances, resolutions and policies. It assists with negotiating, drafting and enforcing contracts, deeds, and other similar documents. It assists with downtown redevelopment and other economic development projects. Recently, members of the Division assisted in negotiating the agreements that allowed Google Fiber to come to Provo. 

The division provides legal counsel to the Mayor and Municipal Council; City agencies, boards, and commissions; and City departments and divisions, including: the Airport, Administrative Services, Energy, Community Development, Parks and Recreation, Police, Fire, Public Works, and the Library. Its expertise covers all aspects of municipal government from aviation to zoning and provides the legal advice and representation needed to implement Provo City policies and goals.


The work of the City Legal Services Division takes a variety of forms, including assisting with: 

  • Land Use. The Division provides legal counsel to the Community Development Department and other City departments on the legal aspects of zoning, planning, growth management, and zoning enforcement. The Division also litigates zoning violations when appropriate.
  • Contracts. The Division provides legal services at all stages of contract formation, implementation and performance, including contract negotiation, drafting, review and enforcement. The Division assists the Administrative Services Department to ensure that City procurement policies are followed.
  • Legislation. The Division drafts proposed ordinances and resolutions for consideration by the Mayor and Municipal Council.
  • Legal Advice. The Division advises the Mayor, Municipal Council, and City departments regarding federal and state laws and regulations that affect the City.
  • Economic and Redevelopment Projects. The Division assists with economic development projects such as the development of East Bay, the Provo Towne Centre Mall, the Marriott Hotel, The Duncan Aviation Project, the Wells Fargo Building and parking structure, the new Utah County Convention Center, and other important economic and redevelopment projects such as the environmental remediation and redevelopment of Mountain Vista Business Park (former Ironton Steel Mill site, a U.S. Environmental Protection Agency “Brownfield” project).
