Provo311 Customer Service offers a wide variety of payment options for our customers including an Online Utility Account Center, an Online Portal for Licensing, and online access for Parking Permits and Citations.
To make a utility payment, you will need the account number found at the top of your bill. Through the online account center, you can sign up for paperless billing and even set up automatic payments. Please keep in mind that all credit or debit card transactions have a transaction fee of $2.95 for residential and $17.95 for commercial.
To access the online portal, you will need your License or Permit number. Through the online portal you can update contact information, make changes to or cancel licenses, submit additional documents, and make payments. What if I don't have my ticket or citation number?
If you have lost or misplaced your ticket or citation our agents will assist you over the phone or in person. Please call Provo311 Customer Service at 801 852 6000, or 311 (inside city limits), or in person at 351 W Center Street. Please have your License Plate number available.
What is the Violation Fee Schedule?
The fee for violation of a civil infraction, parking citation, may qualify for a discount of up to fifteen dollars ($15.00) for early payment if the fee is paid within (5) business days after the citation is issued.
The fee for violation of a civil infraction, parking citation, paid or contested eleven (11) or more business days after a citation is issued shall be assessed a twenty-five percent (25%) late fee as shown in the Violation Fee Schedule.
The fee for any violation of a civil infraction, parking citation, mentioned may be discounted or waived at the discretion of the Department Director, the Civil Violations Hearing Examiner, or their representative.

How do I appeal a Parking ticket?
If you disagree with the notice of parking violation you received, you may fill out an appeal online.
Please be aware of the following appeal policies and procedures:
If the appeal is submitted within five (5) business days no late fees will be assessed during the appeal process.
The Hearing Examiner will review the appeal along with comments provided by the officer and photo evidence associated with the violation before making a decision.
The Hearing Examiner will inform you of the decision to uphold, dismiss, or reduce the parking violation (through email unless an email address is not provided).
If you do not receive the decision within seven (7) business days, you will need to call Provo311 Customer Service to verify the appeal was received and is being processed.
DO NOT ASSUME YOUR CITATION HAS BEEN DISMISSED.
If the appeal is denied (upheld ticket) the civil penalty is to be paid within seven (7) days of the Hearing Examiner decision to avoid late fees.
